The sync-wars, or KISS.
As pointed in the CB thread:
Make random reshuffle after the first win and then the new team stays until defeated. Also make the post-victory waiting time random, between 4-9 seconds (between the 'moment of victory' and loading up new fight). The very same would also work to prevent syncing in RA without the need to rework the RA itself AND provide additional bonus to those who manage to win with no monk or in some crappy team - you change your team whilst still having 1 consec already.
There is a downside of it, of course - if you happen to get a decent team in the first place, you may lose it after the reshuffle. But that's the RA luck factor and it's much more common to get crappy team (in either composition or skill) rather than a decent one, so it's still a winning situation.
Moreso, if random reshuffle is now coded after every fight in CB, it shouldn't be hard or time-consuming to change it into one time thing, after the first win only, so it's nothing demanding from the already-always-busy team.

Wouldn't it work just as well if they completely shuffled all the teams before the first round (so it wasn't based on when you entered)? Then you'd have all the benefits you just mentioned but without the chance of losing a decent team after the first fight.

This is already the case. (minus some possible loophole with entering with 2 secs left.) Given the small number of players on at times it's not that hard to be nearly the only ones in a 30 second window.
The "random time after winning a match" thing is an enormous rework of the whole system. Currently teams are formed and matched every 30 seconds across the entire system, victorious teams as well as newly entering teams. If you make an arbitrary time after match victory to get a new match, then you have to pluck opposing players from somewhere on the same arbitrary time constrait. Let this continue on for all the matches and the entire 30 second matchmaking frame has to be completely thrown out, and you move closer to "grab players when they are ready", which implemented simply is even easier to sync. Even if you come up with a solution to this problem, I'm skeptical that Anet wants to rework all their matchmaking code from the ground up to realize it.

It's still the middle-ground based on the whole rant in CB thread - syncing would be prevented at a good-enough level AND the opportunity to forge a decent team out of random goons you get the second time would be retained.

I only see one problem in this: how are you going to be sure you end up with a bunch of people who have also gotten their first win the second time? You might have to wait a while. I could see two guild sync teams going together at the same time, winning, and ending up with 2-3 of their guildies on their team because of the scarcity of first time winners.

You don't. The system isn't perfect in it's basics, but the said situation is the same as you have a leaver and yet still win - the empty spot is taken by a random person then, often having less consecs than the rest of your team. It happened to me quite often in RA lately.

That's possible, but it would still limit syncers drastically, making them not really willing to sync in the first place as it's much harder to benefit from it, while still not disrupting the 'forge your own pro team' aspect completely.

I dunno. It still victimizes people who don't sync. What if I get a good team my first time entering, then the shuffle gives me absolute shit? Improve the randomization for your initial entering imo.

The OP's idea works if points are awarded per win and the RA points system for ranks gets a rework. I think this would be fantastic personally and I commented on it as well in the CB post. If the rework ends up decently this could also mean getting rid of the z-title as a PvP title...a boy can dream, right?

So, you hit enter battle. You get a team. You win. Next round - shuffle. You get another team with some players at their first round. You win again. What now? If the team stay then some players will keep their team from the first round.
Let say we fix that and after first round we remake teams only with players who have a victory already. If so then the pool of players will be small enough to keep the changes to get the very same team very high.

This made me lol tbh. You want a computer system to decide if the team is "crappy" and you want to reward people even more cus they take some self heal, res sig, defence skills? Winning with no monk isn't that hard even against a team with a monk. The biggest problem is people in your team that don't bother trying to win with no monk. there is more then just dmg and heal in PvP.
